State High School Athletic Associations: Official Rules & Forms Directory (All 50 States + DC)

Eligibility rules, transfer windows, NIL policies, and required medical forms are not federal. They live with your state's high school athletic association. The rules in Texas are not the rules in California, and Indiana's transfer rules are not Ohio's.

Coaches, athletes, and parents need fast, accurate access to the source of truth for their state. This page is a single jumping-off point to every official state association website in the U.S., so you can pull bylaws and forms straight from the people who enforce them.

Every state association site is structured a little differently, but most have the same essential information. When you land on yours, look for these sections:

• Bylaws / Handbook. The full rulebook. Search for "transfer," "eligibility," "amateurism," and "NIL."
• Forms. Pre-Participation Physical Evaluation (PPE), Consent & Release, transfer paperwork, concussion acknowledgment, sudden cardiac arrest acknowledgment.
• Calendars. Practice start dates, contest limits, contact periods, and dead periods by sport.
• NIL Policy. Most states have a standalone NIL page. If you cannot find it, search the bylaws for "name, image, and likeness."
• Sportsmanship & Ejection Policies. Important for coaches and parents.
• Member School Directory. Confirms whether a school is governed by this association or by a separate private school association.

If you cannot find what you need, call your school's Athletic Director first. They deal with the state office regularly. If they cannot answer, call the state office directly. Both are paid to help.

Public school associations do not govern every athlete in their state. Many private and parochial schools belong to separate state associations with their own bylaws. If your school is private, ask your AD which body certifies eligibility before relying on the public association rules.

National and federal resources every family should know:

• National Federation of State High School Associations (NFHS). Publishes playing rules for most U.S. high school sports and coordinates with state associations.
• NCAA Eligibility Center. Required certification for D1 and D2 prospects. Start the account before junior year.
• NAIA Eligibility Center. Required for athletes pursuing NAIA programs.
• CSIET (Council on Standards for International Educational Travel). The advisory list of approved J-1 exchange programs that most state associations require for foreign exchange eligibility.
• U.S. Department of State, Exchange Visitor Program. Official J-1 visa information for international student-athletes and host families.

For private school athletes, search "[your state] independent school athletic association" or ask the AD directly.

• Step 1. Call your school's Athletic Director. They have the form on file or can pull it in minutes.
• Step 2. Call the state association main office. Phone numbers are listed on every site above.
• Step 3. Ask in writing (email) so you have a documented record of what you were told.
• Step 4. Do not start practice or sign anything until you have written confirmation. Eligibility mistakes are almost always paperwork mistakes, and they cost athletes entire seasons.
